Job Description
The Office of Labor Relations (OLR) represents the Mayor of the City of New York in all labor relations matters involving City employees and their unions. Acting under the authority of Executive Order 38 (1967), as amended by Executive Order 13 (1990), OLR serves as the City’s liaison to labor organizations and private-sector management. The office administers several Citywide programs, including the Health Benefits Program, Management Benefits Fund, Employee Assistance Program, Work Well NYC, Medicare Part B Reimbursement Program, and Pre-Tax and Retirement Savings Programs such as the Deferred Compensation Plan and NYCE IRA. In addition to negotiating collective bargaining agreements, OLR supports City agencies with workforce labor issues and collaborates with the Municipal Labor Committee (MLC) to advance initiatives, particularly in the area of City health insurance. OLR staff also assist agencies with personnel and payroll matters, labor-management meetings, representation hearings, and the resolution of employee grievances and arbitration cases across the City’s 149 bargaining units.
