Job Description
The New York City Commission on Human Rights (CCHR) enforces the New York City Human Rights Law through education, outreach, and enforcement to eliminate discrimination and advance equity across New York City. The Commission addresses both historic and emerging inequities to ensure all New Yorkers can live, work, and thrive free from discrimination.
CCHR is seeking a Senior Counsel to serve as a liaison between the Law Enforcement Bureau (LEB) and the Office of Mediation and Conflict Resolution (OMCR). Reporting to the Deputy Commissioner of Law Enforcement, the Senior Counsel – Mediation Liaison will lead efforts to identify, evaluate, and refer appropriate cases to the Commission’s voluntary mediation program, which provides a neutral, efficient, and empowering process to resolve claims through mutual agreement.
Key Responsibilities
Under the direction of the Deputy Commissioner and senior leadership, the Senior Counsel will:
Serve as the primary liaison between LEB and OMCR, ensuring timely referral, tracking, and follow-up of mediation-eligible cases.
Review incoming pleadings, including cases filed by private counsel, to identify strong candidates for mediation and alternative dispute resolution.
Develop, coordinate, and manage a robust pro bono referral network to support unrepresented parties participating in mediation.
Engage with complainants, respondents, counsel, and LEB attorneys to assess case posture, interests, and suitability for mediation.
Develop guidance, protocols, and best practices to strengthen LEB’s mediation referral framework.
Support LEB attorneys and staff in investigations and complaints alleging violations of the New York City Human Rights Law (NYCHRL).
Maintain a personal caseload of matters under investigation and prosecution.
Monitor compliance with LEB policies and procedures, including recordkeeping, filing, and reporting requirements.
Prepare and analyze reports and statistics related to agency reporting obligations and NYCHRL compliance.
Collaborate with the Community Relations Bureau on trainings, targeted outreach, and coordinated responses to systemic discrimination.
Perform additional duties as assigned to support the effective and efficient operations of the Law Enforcement Bureau.
