The Software Sourcing Manager will report to the Management & Budget Division within the Strategic Sourcing unit. Since its establishment, Strategic Sourcing initiatives have achieved more than $300 million in cost avoidance. This role is responsible for managing software suppliers, contracts, and sourcing strategies to ensure value, efficiency, and alignment with the City’s enterprise technology goals.
Key Responsibilities:
Partner with business units and IT service providers to manage supplier relationships and contracts, ensuring sustained cost savings and performance outcomes.
Ensure vendor-provided technical solutions align with enterprise architecture standards and organizational business strategies.
Participate in and, as needed, lead vendor negotiations using established sourcing and procurement processes, ensuring stakeholder requirements are met.
Collaborate with business performance managers and quality assurance teams to review vendor performance issues, validate data accuracy, and assess proposed solutions.
Monitor industry trends and emerging technologies to effectively evaluate service requests and vendor proposals.
Maintain awareness of agency business strategies and advise on opportunities to leverage technology solutions across the enterprise.
Identify opportunities for innovation, cost reduction, and efficiency improvements in partnership with IT service providers.
Develop and maintain long-term supplier relationships with a focus on minimizing total cost of ownership.
Troubleshoot vendor performance issues and support resolution efforts as necessary.
Provide technical input for the development of Requests for Proposals (RFPs) and assist with proposal evaluations.
Perform special projects and initiatives as assigned.
