Job Description
The Discretionary Award Programs (DAP) unit is seeking a highly motivated Quality Control Compliance Officer to join a dynamic team responsible for allocating discretionary funding to community-based organizations (CBOs). These funds support programs and services that alleviate poverty and empower communities across New York City.
Under the general supervision of the Associate Commissioner for Discretionary Programs, and with latitude for independent initiative and decision-making, the Quality Control Compliance Officer will be responsible for ensuring compliance, strengthening internal controls, and supporting contract development and oversight processes.
Key Responsibilities
The Quality Control Compliance Officer will:
Provide recommendations to Discretionary Programs leadership regarding Councilmanic awards and multi-year discretionary contract reform initiatives.
Analyze internal and industry trends to identify potential risks, discrepancies, inefficiencies, or compliance issues in payment and contracting practices.
Review financial documents and supporting materials to ensure compliance with applicable policies, contract terms, and regulatory requirements.
Participate in the development and enhancement of standard operating procedures to strengthen internal controls and operational efficiency.
Review, monitor, and track discretionary contracts in PASSPort to assess the status of contract development and registration.
Conduct internal reviews to identify and resolve barriers or delays impacting contract registration.
Investigate complaints related to misuse of discretionary awards or provider misconduct concerning contractual obligations.
Conduct legal research and draft division documents and legal memoranda to ensure agency compliance with employment and contractual legal requirements.
Provide administrative support and backup assistance during peak contract development periods.
Offer technical assistance to community-based organizations regarding budgets and contract development processes.
Deliver periodic training to DYCD staff on contracting and compliance procedures.
Perform special projects and additional administrative duties as assigned by Division leadership.
